Bielsko-Biała joins the ranks of cities that are rather not in favor of blockchain technology. It is a pity. Especially since, as it turns out, in this very city a network of blocks could be useful... Bielsko-Biała is a city in southern Poland with a population of over 170,000. Its current mayor, Jarosław Klimaszewski (who is also the leader of the local Civic Platform structures), during his own pre-campaign for the 2018 election strongly boasted about his commitment - while still the chairman of the City Council - to the idea of a civic budget. It turns out that the IT system used in this matter is not ideal. Moreover, one of the residents wanted to improve the situation by proposing new software based on blockchain technology... Bielsko-Biała does not want blockchain The system, which is used in the Civic Budget of the city, already had some problems, which were diagnosed and brought closer to the residents by the media. Dziennik Zachodzi wrote about them: "Some of the personal data of Bielskans who voted for projects in the civic budget went to... other voters! Bielsk officials reported the case to the prosecutor's office." Not only that, but the case was investigated by an expert in cyber security from the Laboratory of Investigative Informatics in Bielsko-Biała, Radosław Wojtuś, who is an expert witness at the District Court in Bielsko-Biała. In his analysis he compared the electronic voting system used by the city with the new proposed solution based on blockchain technology. This new blockchain system was submitted to the Civic Budget by an IT specialist, a resident of Bielsko-Biała. The application in question was Smart City BiBi, which was compared to the current system by Radosław Wojtuś. It could have been a great solution to the problem. Unfortunately, officials stood in the way. Specifically, the Department of Information Technology of Bielsko-Biała, which negatively evaluated the application and rejected the project, not allowing it to vote in the Civic Budget due to "underestimation of costs" by the applicant. In response, the authors of the application filed an appeal of over 70 pages. They added equipment appraisals, letters of intent from contractors, software cost estimates, and a cybersecurity expert witness opinion. "The documentation showed that the Department of Information Technology is deeply mistaken or simply unwilling to implement an application that will not need to collect personal information at all and will significantly reduce voting costs. The security expertise clearly exposes not only the flaws in the current voting system, but also provides food for thought regarding the intentions of the IT Department, which rejected the project." - the authors of Smart City BiBi now say.
