Roskomnadzor, the Russian telecommunications regulator, has put Binance on its blacklist of websites. In theory, this should make it impossible to use this exchange within Russia. What is it like in practice? Roskomnadzor blacklists Binance The domain of Binance - the world's largest cryptocurrency exchange - is now - and reportedly by June - on the blacklist of websites in Russia, which is maintained by Roskomnadzor. This information was only confirmed by Binance itself on September 24. An announcement to this effect was published on the exchange's Russian channel on Telegram. It was added that the local telecommunications regulator Roskomnadzor was behind the decision. Why was Binance punished in this way? The exchange's website was on the list due to "distribution of data related to the acquisition of digital currencies such as Bitcoin (BTC)." Gleb Kostarev, Binance's chief operating officer for the Russian market, told Cointelegraph that the exchange announced the above news immediately after receiving the notification from Roskomnadzor. Interestingly, despite the fact that the domain has been placed on the list of banned websites, nothing has changed for Russian customers. As for now, they can access it and that too without using a VPN. If we add to this the rumors that the site was already on the list three months ago, the matter becomes even stranger. In a public announcement, Binance executives stressed that they had not received any information about the listing before September 24: "Prior to receiving the above notice, we had not previously been notified of any claims by law enforcement, civil service or the courts. We have now sought further advice from our legal advisors and would like to assure all our Russian users that (...) their funds are safe." Is Russia afraid of cryptocurrencies? Russia changes its policy on cryptocurrencies quite often. For a while there was even talk of the Kremlin wanting to issue a digital ruble. Then, for many months, a law regulating the cryptocurrency market in Russia was debated in the Duma. In late August, Roskomnadzor also blocked access to BestChange.ru, the main cryptocurrency site in Russia, which provided an aggregator service for about 400 local digital currency sites.
